Shirley Anita Neal-Parker was born on August 28, 1949. She was the first daughter of Pearl Shelton and Leon Neal. She has one brother, Leon Neal Jr. and one sister, Pamela Chavous. She is survived by her husband James, her daughters, Erika & Amirah and three grandchildren, Aaron, Leia and Cirah.
She attended McKinley High School in Washington, D.C. Shirley then graduated from American University and received a degree in Biology. After receiving her B.S she attended Hahneman University in Philadelphia and studied medicine. Upon completion receiving an M.D. Her residency in Obstetrics at Howard University Hospital was then followed with her first job as an OB/GYN at Memorial Hospital in Charleston, WV. After 2 years she relocated to Sacramento, CA and joined a medical practice and worked with that community of doctors. She worked at Sutter General, Mercy General and Methodist hospitals. After 10 years she moved to Chehalis, WA and opened her own practice. She relocated to Visalia, CA in 2004 and joined the Visalia Health Center. Shirley was there for a year and then moved to Chino, CA and practiced there until 2009 when she moved to Porterville, CA. She practiced at Sierra View Hospital until she transferred to Family Health Care. Shirley retired from Family Health Care in October 2017.
